LICENSING PROGRAM
Drivers with an 'L'
License
History:
The Insurance Corporation of British Columbia
(ICBC) established a Graduated Licensing Program (GLP) on August 1st,
1998. The two-phase licensing system is designed to allow new drivers to gain
driving experience gradually in restricted lower risk environments. The GLP was
changed in October of 2003 increasing the amount of time in the learning stages
and again amended in March 2007. The Class 7 ("Novice") license is
considered a restricted Class 5 license and meets all NHRA rule. The new Class
7L ("Learners") license is the issue at hand.
The March 23rd, 2006 letter from
Kevin Besta, at Jones Brown Motorsports (NHRA Insurance Brokers), states: “All
participants who have a current driver’s license regardless of specific class
are permitted within the insurance coverage to drive without having another
licensed driver with them”. NHRA’s Division 6 Director Jonathan
Adams, has subsequently given his approval to Wally Duperon (Mission Raceway
Race Director), pending a procedural process of sanctioning “L” licensed
drivers for Drag Racing competition.
As of January 1st, 2007, a new
driver orientation course for “L” drivers will be implemented. “L” drivers must
successfully complete this program before they can race in competition. This
program will involve the students, their parents, and the sponsor teacher.
Mission Raceway will be offering a track date in late March/early April for
this orientation.
